Draft MINUTES OF MEETING OF BUCKWORTH PARISH COUNCIL HELD On Monday 10 March 2014
PRESENT CLLRS COOPER , DAVISON, WATERHOUSE and Mrs WARRENER

1. APOLOGIES FOR ABSENCE Cllr Mrs Morrison

1.1 OPEN FORUM This will last for 10 minutes. Members of the public may ask question or raise points on items on this agenda or, for inclusion at the next meeting. Council Members may speak concerning items for which they are declaring a prejudicial interest. Once the meeting starts, members of the public are reminded that they may not speak. – no members of the public were present
1.2 COUNCILLOR’S INTERESTS To receive from Councillors declarations as to personal and\or prejudicial interests and the nature of those interests in relation to any Agenda items. See also flow chart from HDC, a copy of which has been given to each councillor for reference purposes. None declared

2. MINUTES OF THE LAST MEETING held on 13th January 2014 were approved and signed as a true record.

3. MATTERS ARISING
a. Appointment of clerk – ongoing with no current action

b. Village Open Gardens Event The council noted that £333 is allocated in support of this event. Good progress has been made with the procurement of the village planters to be placed on the corner of Barham Rd and Church Rd. Cllr Warrener offered to enquire whether the farm would donate some galvanised cattle watering troughs that leaked.
c. New IT/Website Cllr Waterhouse agreed to action the transfer the Council web site to the new domain by early ready for the new financial year


4. AGENDA ITEMS
a. Woolley Hill Windfarm update. Latest literature indicates that the Community Benefit Fund of £20,000 per annum will be administered by the charitable trust Cambridgeshire Community Foundation with a panel of local people to make decisionson allocation of the fund to local projects. Cllr. Cooper agreed to make contact with the trust and try to establish how membership of the local panel was to be organised

5. CLERK’S REPORT None – not present

6. FINANCE & GENERAL PURPOSES including financial report
Financial Report . – The RFO circulated statement of current financial status and this was signed as accurate. Internal audit will be carried out as per 2012/13.
Precept notification has been received for 2014/15
Changes are planned for the external audit in line with Local Audit and Accountability Act 2014

6.a PAYMENTS FOR APPROVAL & CHEQUES FOR SIGNING
6.b CONFIRM DATES OF NEXT MEETINGS - 14th April 2014
Date for Annual Parish Meeting followed by the Annual Meeting of the Parish Council is confirmed as 19th May

6.c COUNCILLORS REPORTS AND QUERIES
A request for financial support has been received from MAGPAS and it was unanimously agreed to donate £25 to this local appeal .
